You can get cables that have HDMI or USB-C on one end and single-link DVI on the other.
So it only needs single-link DVI and not the more problematic double-link variety. The 23" Cinema Display has a resolution of 1920x1200 pixels. It looks like it may also be possible using a DVI-Thunderbolt cable attached to a Thunderbolt port on the Mini. I have done a little research (including on Apple's Mac-mini page) and it seems that this may be doable using a DVI-HDMI cable attached to the Mini's HDMI port. I am considering the purchase of a new Mac Mini and connecting it to an old 23-inch cinema display (with a DVI connector) that I am illogically fond of.
